1. Definitions

For the purposes of these Terms & Conditions, the following definitions apply:

• "hq117," "we," "us," "our" refers to the hq117 platform, operated at hq117.org under international gaming licensing standards.
• "Player," "you," "your" refers to any individual who registers an account with hq117 or otherwise accesses or uses the hq117 platform.
• "Platform" means the hq117 website at hq117.org, all associated subdomains, the hq117 mobile browser interface, and any software or applications provided by hq117.
• "Account" means the registered user account created by a Player on the hq117 platform, through which all gaming, betting, deposits, and withdrawals are conducted.
• "Balance" means the PKR (Pakistani Rupee) funds held within a Player's hq117 Account, including both real-money funds and any applicable bonus funds.
• "Bonus Funds" means any promotional credits, free spins, or incentive amounts credited to a Player's Account by hq117 under the terms of a specific promotion.
• "Real Money Funds" means PKR amounts deposited directly by the Player via an approved payment method.
• "Sporting Event" means any cricket match, PSL fixture, T20 international, Test match, football match, UFC bout, or other event listed on the hq117 sportsbook for wagering purposes.
• "KYC" means Know Your Customer identity verification procedures required by hq117 to confirm a Player's identity, age, and payment method ownership.
• "PKR" means Pakistani Rupee, the sole operating currency of the hq117 platform.

2. Eligibility & Age Restriction

Use of the hq117 platform is subject to strict eligibility requirements. By registering an Account or using the Platform, you represent and warrant that all of the following conditions are met:

• You are at least 21 years of age. hq117 enforces a strict minimum age of 21 for all players. Individuals under 21 are absolutely prohibited from registering, depositing, or participating in any game or betting activity on hq117.
• You are accessing the Platform as an individual acting in your personal capacity and not on behalf of any third party.
• You are not a resident of any jurisdiction where online gambling is explicitly prohibited and where accessing the hq117 Platform would constitute a breach of applicable local law. It is your sole responsibility to determine whether your use of hq117 is lawful in your jurisdiction.
• You are not an employee, contractor, director, or associate of hq117, nor a close family member of any such person.
• You are not subject to a self-exclusion order placed through hq117 or any affiliated responsible gaming programme.
• You are of sound mind and not acting under duress or impairment that would prevent you from understanding these Terms.

hq117 reserves the right to request documentary evidence of age and identity at any time. Accounts where the player is found to be under 21 will be immediately suspended, all winnings forfeited, and any deposited real-money balance returned through the original payment method where technically possible.

3. Account Registration & Management

Each Player is permitted to hold one (1) Account on hq117 at any given time. The registration of multiple accounts by the same individual, whether under different names, email addresses, phone numbers, or payment details, is strictly prohibited and will result in the permanent closure of all associated accounts and the forfeiture of all balances therein.

When registering your hq117 Account, you agree to:

• Provide accurate, complete, and current personal information including your full legal name, date of birth, residential address, mobile number, and email address.
• Keep your Account credentials, including your password and one-time passwords (OTPs), strictly confidential and not share them with any third party.
• Notify hq117 immediately if you become aware of any unauthorised access to or use of your Account.
• Update your Account information promptly if any details change, particularly your mobile number or email address linked to JazzCash or EasyPaisa.
• Complete KYC verification when requested by hq117. Failure to complete KYC within the stipulated timeframe may result in a temporary restriction on withdrawals or Account suspension.

hq117 reserves the right to refuse Account registration to any applicant at its sole discretion, without being required to provide a reason. hq117 also reserves the right to close or suspend any Account where there is a reasonable suspicion of fraudulent activity, identity misrepresentation, or breach of these Terms.

4. Deposits & Withdrawals

All financial transactions on the hq117 platform are conducted exclusively in Pakistani Rupees (PKR). hq117 accepts deposits and processes withdrawals through the following approved payment methods: JazzCash, EasyPaisa, HBL bank transfer, UBL bank transfer, Allied Bank transfer, SadaPay, and USDT TRC20.

Deposits:

• Deposits via JazzCash and EasyPaisa typically credit to your hq117 Balance within seconds of confirmation.
• Bank transfer deposits via HBL, UBL, and Allied Bank may take up to one (1) hour to reflect in your Account, subject to interbank processing times.
• hq117 does not charge any processing fees on deposits. Any fees levied by your payment provider are outside hq117's control and are your responsibility.
• Minimum and maximum deposit thresholds apply per transaction and per payment method. Current limits are displayed in the hq117 cashier at the time of each transaction.
• hq117 reserves the right to request proof of payment method ownership before processing any deposit where there is a reasonable suspicion of unauthorised use.

Withdrawals:

• Withdrawals are processed back to the same payment method used for the corresponding deposit, wherever technically possible, as a standard anti-money-laundering measure.
• Withdrawal requests to JazzCash and EasyPaisa are typically processed within 15 to 30 minutes of approval. Bank transfer withdrawals are typically processed on the same business day.
• hq117 does not charge withdrawal fees on its side. Third-party provider fees, if any, are the Player's responsibility.
• All KYC requirements must be fully satisfied before any withdrawal can be approved. hq117 will not process withdrawals to unverified accounts.
• hq117 reserves the right to delay or withhold a withdrawal pending investigation where there is a reasonable suspicion of fraudulent activity, bonus abuse, or a breach of these Terms.
• Bonus Funds are non-withdrawable until the applicable wagering requirements have been fully met. Only Real Money Funds that remain after bonus wagering completion are eligible for withdrawal.

5. Bonuses & Promotional Offers

hq117 offers a range of promotional bonuses including welcome deposit bonuses, reload offers, free spins, and seasonal promotions tied to events such as PSL cricket fixtures. The following general conditions apply to all bonuses unless a specific promotion states otherwise:

• Each bonus offer is available to eligible Players only. Eligibility criteria are stated within the specific promotion terms.
• Bonuses are credited as Bonus Funds and are subject to wagering requirements before any associated winnings become eligible for withdrawal. The applicable wagering multiplier is stated in each offer's terms.
• Bonus Funds must be wagered within the time limit specified in the relevant promotion. Unused Bonus Funds that expire are forfeited without compensation.
• hq117 reserves the right to withdraw, amend, or cancel any promotional offer at any time. Where a promotion is cancelled after a Player has opted in, any Bonus Funds already credited will be removed from the Player's Account.
• hq117 reserves the right to disqualify any Player from a promotion where there is evidence of bonus abuse, collusion, or exploitation of a technical error.
• Only one welcome bonus is available per Player, per household, per device, and per IP address.
• Bonus Funds are not transferable and have no cash value outside of the wagering process on hq117.

6. Betting Rules & Game Conduct

The following rules govern all wagering activity conducted through the hq117 sportsbook and casino platform:

• All bets placed on the hq117 sportsbook are final once confirmed. Bets cannot be cancelled, amended, or reversed after placement except where hq117 exercises its discretion under the void bet provisions below.
• hq117 reserves the right to void any bet that was placed at odds made available due to a manifest technical error or pricing mistake. In such cases, the stake is returned to the Player's Account.
• In the event that a Sporting Event is postponed, cancelled, or abandoned, hq117 will apply the relevant sport-specific settlement rules as published in the sportsbook rules section of the Platform.
• Casino game outcomes are determined by certified Random Number Generator (RNG) software independently audited for fairness. hq117 does not manipulate game outcomes.
• Live dealer game results are final as determined by the dealing action captured on video stream. In the event of a video or technical interruption, the round will be voided and stakes returned.
• hq117 reserves the right to set, alter, or remove minimum and maximum stake limits on any game or market at any time without prior notice.
• Any attempt to exploit software vulnerabilities, glitches, or errors to gain an unfair advantage will result in immediate Account suspension and forfeiture of all balances.

7. Prohibited Conduct

Players are strictly prohibited from engaging in any of the following activities on the hq117 Platform:

• Registering more than one Account, or assisting any other person in circumventing the single-account policy.
• Providing false, misleading, or fraudulent information during registration, KYC, or at any other point of interaction with hq117.
• Using the Platform for any form of money laundering, terrorist financing, or any other illegal financial activity.
• Colluding with other Players or third parties to manipulate game outcomes, exploit bonus structures, or otherwise gain an unfair advantage.
• Using any automated betting software, bots, scripts, or artificial intelligence tools to place bets or interact with the Platform without the express written consent of hq117.
• Engaging in arbitrage betting strategies or matched betting specifically designed to exploit hq117 promotions in a manner inconsistent with the spirit of those offers.
• Accessing the Platform using VPN, proxy services, or any other technology intended to mask your true geographical location or identity.
• Harassing, threatening, or using abusive language toward hq117 support staff or other platform users.
• Attempting to reverse-engineer, decompile, or otherwise tamper with any software, algorithm, or system underlying the hq117 Platform.

Any Player found to have engaged in prohibited conduct will have their Account immediately suspended or permanently closed. hq117 reserves the right to withhold and forfeit all balances in such cases and to pursue civil or criminal remedies where appropriate.

8. Intellectual Property

All content on the hq117 Platform, including but not limited to the hq117 brand name and logo, website design, graphics, text, game interfaces, software, promotional materials, and any data compilations, is the exclusive intellectual property of hq117 or its licensed content partners. All rights are reserved.

Players are granted a limited, non-exclusive, non-transferable, revocable licence to access and use the Platform solely for personal, non-commercial gaming and betting purposes. This licence does not permit any reproduction, redistribution, modification, public display, or commercial exploitation of any Platform content without the prior written authorisation of hq117.

The names, logos, and trademarks of third-party game studios and payment providers featured on the hq117 Platform remain the property of their respective owners and are used under licence or applicable commercial agreements.

9. Privacy & Data Protection

hq117 collects, processes, and stores personal data in accordance with its Privacy Policy, which forms an integral part of these Terms & Conditions and is incorporated herein by reference. By registering an Account, you consent to the collection and use of your personal data as described in the Privacy Policy.

hq117 collects personal data including your name, date of birth, contact details, payment information, and gaming activity records for the purposes of Account management, KYC compliance, fraud prevention, and the improvement of Platform services. hq117 does not sell your personal data to third parties for marketing purposes.

10. Responsible Gaming

hq117 is committed to promoting responsible gambling and maintaining a safe gaming environment. The following responsible gaming provisions are mandatory conditions of your Account:

• Age Restriction: The Platform is available exclusively to persons aged 21 and above. hq117 uses KYC verification to enforce this requirement on every Account.
• Deposit Limits: Players may set daily, weekly, or monthly deposit limits on their Account at any time via the Account settings panel. Reductions to deposit limits take effect immediately. Increases take effect after a 24-hour cooling-off period.
• Session Alerts: Players may set session time reminders that will notify them when they have been active on the Platform for a specified duration.
• Cool-Off Period: Players may request a temporary account restriction of between 24 hours and 6 weeks. During a cool-off period, login and wagering access is suspended. Cool-off periods cannot be reversed once activated.
• Self-Exclusion: Players who believe their gambling is no longer recreational may apply for permanent self-exclusion. Self-exclusion requests are processed immediately and result in permanent Account closure. Reactivation is not available under any circumstances within the minimum self-exclusion period.

11. Limitation of Liability

To the fullest extent permitted by applicable law, hq117 expressly excludes all warranties, representations, and conditions, whether express or implied, relating to the Platform and its content, including but not limited to warranties of merchantability, fitness for a particular purpose, and non-infringement.

hq117 shall not be liable to any Player for any direct, indirect, incidental, special, consequential, or punitive losses arising from:

• Your use of, or inability to use, the hq117 Platform or any part thereof;
• Any interruption, suspension, or termination of the Platform or any game or service offered thereon;
• Any unauthorised access to or alteration of your Account or personal data resulting from your failure to maintain the confidentiality of your login credentials;
• Any outcome of any game, bet, or wager placed on the Platform, including outcomes resulting from RNG software or live dealer decisions;
• Any loss arising from reliance on information published on the Platform, including odds, statistics, or promotional materials;
• Delays in deposit crediting or withdrawal processing caused by third-party payment providers including JazzCash, EasyPaisa, HBL, UBL, Allied Bank, or SadaPay.

In any event where hq117 is found liable despite the above exclusions, hq117's total aggregate liability to you shall not exceed the total Real Money Funds deposited by you to your hq117 Account in the thirty (30) days preceding the event giving rise to the claim.

12. Account Suspension & Termination

hq117 reserves the right to suspend, restrict, or permanently close any Player Account at any time and without prior notice, where hq117 reasonably believes that:

• The Player has breached any provision of these Terms & Conditions;
• The Player has engaged in fraudulent, dishonest, or criminal conduct;
• The Player is under the age of 21;
• Continued operation of the Account poses a risk to the integrity of the hq117 Platform or its other users;
• hq117 is required to do so by a regulatory authority, court order, or applicable law.

Upon Account closure for breach of these Terms, hq117 reserves the right to forfeit any Balance, including Real Money Funds, where such funds are associated with or derived from the prohibited conduct. Where closure occurs for reasons unrelated to Player misconduct (for example, hq117's decision to cease operations in a particular market), any Real Money Funds held in the Account will be returned via the Player's last-used payment method.

Players may voluntarily close their Account at any time by contacting hq117 support. Any pending withdrawal requests at the time of voluntary closure will be processed in the normal course. Voluntary account closure does not constitute self-exclusion; if you require self-exclusion, you must specifically request it through the responsible gaming tools.

13. Dispute Resolution

In the event of a dispute arising from your use of the hq117 Platform, including disputes relating to game outcomes, withdrawal processing, bonus application, or Account management, the following procedure applies:

• Step 1 — Contact Support: You must first raise the dispute with the hq117 customer support team via live chat or email at [email protected]. Please include your Account username, the date and time of the relevant event, and a clear description of your complaint.
• Step 2 — Internal Review: hq117 will investigate the complaint and provide a written response within five (5) business days of receipt. Complex disputes may require additional time; hq117 will notify you if an extension is required.
• Step 3 — Escalation: If you are not satisfied with hq117's response, you may escalate the matter to the relevant dispute resolution body under hq117's applicable gaming licence. Details of the applicable body are available upon request from hq117 support.

During the pendency of any dispute investigation, hq117 may place a temporary hold on the relevant portion of your Account Balance. These Terms & Conditions shall be governed by and construed in accordance with the laws of the jurisdiction in which hq117 holds its gaming licence.

14. Amendments to These Terms

hq117 reserves the right to amend, update, or replace these Terms & Conditions at any time. When material changes are made, hq117 will notify registered Players by email and/or by displaying a prominent notice on the Platform at least seven (7) days before the changes take effect, except where immediate changes are required by law or regulatory directive.

Your continued use of the hq117 Platform after the effective date of any revised Terms constitutes your acceptance of the updated Terms in full. If you do not agree to the revised Terms, you must stop using the Platform and may request voluntary Account closure as described in Section 12.
